F. Willis (Bill) Caruso, Jr.

Chief Legal Officer, DeVry University

Bill Caruso is chief legal officer and secretary for DeVry University, with oversight of DeVry’s legal, public policy and government relations, internal audit, student financial services and regulatory affairs teams. With more than 30 years of experience practicing law, he has extensive expertise in supporting the legal needs of organizations in highly regulated industries.

Caruso served as interim president and chief executive officer at DeVry University, leading the university through a leadership transition from January 2020 to August 2020. Previously, Caruso served as the chief risk officer for Adtalem Global Education (ATGE), where he was responsible for building and continuously improving the organization’s strategic risk management function, including ensuring maintenance of world-class global internal audits, information governance and information security functions.

Before his role with ATGE, Caruso served as the vice president, secretary and interim general counsel of DeVry Education Group (DVG), coordinating and managing the delivery of legal services to all DVG institutions. With more than eight years at DVG Legal, he was responsible for managing the operations of DVG’s legal department and contract management organization and also provided dedicated legal support to DeVry Online/Kinnect, DeVry Medical International and its institutions, the Advanced Academics business unit and Integrated Education Solutions, DVG’s Online Program Management startup.

Prior to joining DVG in 2009, Caruso was vice president and assistant general counsel at CommScope, Inc., a global manufacturer of equipment for the telecommunications industry. He rebuilt and managed legal teams based in the U.S., Europe and Asia, who were responsible for commercial and compliance legal matters for business operations worldwide.

Caruso also spent nearly a decade as a senior attorney at AT&T Inc., four years at Caremark International, Inc., and three years at JonesDay in Chicago, where he began his legal career.

Bill holds a bachelor of arts in political science with Honors from the University of Wisconsin, Madison, and a J.D. from Northwestern University School of Law, where he was managing editor of the Northwestern Journal of International Law and Business.
